Licenses & Permits

Applications, Requirements, & City Services

The City of Madison issues a variety of licenses and permits to ensure public safety, support responsible development, and maintain the quality of life in our community. Most licensing and permitting functions are managed through the City Clerk’s Office, your primary point of contact for applications, renewals, questions, and guidance on city requirements.

Whether you’re opening a business, planning a construction project, registering a pet, or applying for a liquor license, we’re here to help you navigate the process quickly and efficiently.

Why Permits & Licenses Matter

Licensing and permitting help the City protect public safety, ensure orderly development, support responsible business operations, and maintain accurate community records. Completing the proper application ensures your project or activity complies with state and local regulations—and helps our staff serve you more efficiently.

How We Can Help

The City Clerk’s Office provides information, forms, and assistance for a wide range of permits and licenses, including:

Liquor Licenses

For businesses or organizations wishing to sell or serve alcohol, the City Clerk assists with local approval requirements and coordinates applications with the Nebraska Liquor Control Commission. This includes new licenses, renewals, catering permits, special designated licenses (SDLs), and ownership changes.

Pet Licenses

All dogs and cats kept within city limits must be properly licensed. The City Clerk issues annual pet licenses to ensure animals are vaccinated and identifiable, supporting the health and safety of both pets and residents.

Building Permits

Whether you are planning new construction, remodeling, additions, or structural repairs, a building permit may be required. The Clerk’s Office provides forms, fee schedules, and guidance, and works with inspectors and zoning officials to ensure compliance with safety and building codes.

Zoning Applications & Land Use Approvals

For rezoning requests, conditional use permits, lot splits, variances, and other land use approvals, the City Clerk coordinates the application process, public hearings, and documentation required for Planning Commission and City Council review.
